Will this work on a concrete wall?

These hangers can be used on: painted, stained, or varnished wood, glass, or tile; and painted cinder block, plaster, metal, and wallboard.

Can it be used on lath and plaster?

This product is intended for smooth, non-porous surfaces, so that the wood and plaster would have to be sealed or painted first.
